According to the Pennsylvania State Police, the collision occurred around 1:30 p.m. in the 4000 block of Strasburg Road, also known as Route 741, near Hoover Road. Investigators say the woman was driving a horse and buggy eastbound when a Dodge Caravan, also heading east, slammed into the rear of the buggy.

The driver of the Dodge Caravan, identified as 33-year-old Danial Miller of Mertztown, Berks County, was determined to be under the influence of drugs and alcohol.
