According to the California Highway Patrol, the crash took place around 3:20 a.m. when the man was traveling southbound on a scooter along East Seventh Street, reportedly outside of a marked crosswalk. At the same time, a 28-year-old resident of Laguna Beach was heading eastbound in a 2016 Hyundai Accent when the vehicle struck the rider.
