According to the California Highway Patrol, the incident took place around 9:36 p.m. on the westbound 8 Freeway near Grossmont Center Drive and La Mesa Boulevard. Several 911 callers reported seeing an older gray SUV driving eastbound in the westbound slow lane with its headlights off.
