Garcia was struck by a southbound gray Mazda 3, driven by 18-year-old Luis Rodriguez. The driver remained at the scene, called 911, and cooperated fully with investigators. No signs of impairment were reported.

Garcia was initially transported to a Laredo hospital, then airlifted to a facility in San Antonio in critical condition. He later died from his injuries.
