San Juan Capistrano, CA (August 19, 2026) – A 23-year-old Los Angeles man, identified as Cesar Amilcar Zuniga Ruiz, was killed in a hit-and-run crash early August 17 on Highway 74, also known as Ortega Highway, near La Novia Avenue in San Juan Capistrano. Orange County Sheriff’s Department deputies responded at approximately 12:30 a.m. and found Ruiz lying in the roadway.
